Dr. Luis Fernando Palza Fernandez was born in La Paz – Bolivia in 1945, having studied his primary and secondary school in La Paz and Sao Paulo Brazil.
Graduated from the Universidad Mayor de San Andres at La Paz and obtain his degree in Law, Political and Social Sciences.
Was sponsored by the French government to study International Private Law at the Universite de Droit D’Economie et Sciences Sociales (Paris II) Sorbonne
Dr. Palza has been in the law business for forty years, having started in this discipline at Bufete Fernandez Soliz under the supervision of a well known lawyer Jorge Fernandez Soliz attending matters of civil law, commercial, oil and gas, and mining.
He has worked as a consultant at law in the Compañía Boliviana de Electricidad S.A. (COBEE). Was also consultant in International Affairs at Lloyd Aero Boliviano S.A.M.
Was an associate at Bufete Fernandez Soliz during 1975, law firm that was soon after absorbed to establish current law firm Bufete Asociados Palza Fernandez. Dr. Luis Fernando Palza is now the General Director and attends and supervises all legal cases of the firm.
He was nominated Executive Director of the Asociación Andina de Líneas Aéreas (AALA). Also has participated in different international events as negotiator in Bilateral Agreements concerning Airlines Treaties, of which Bolivia is a part. Attended seminars and lectured before international organizations such as International Civil Aviation Organization (ICAO) and others.
